Just went to add a census and clicked CENSUS > shared notes but no offer to use assistant. Not sure where to look to see if for some reason files didn’t upload.

If you are not seeing the “Create a new Shared Note using Assistant” option when you expand the “Add a shared note” link then it is likely you don’t have the Census Assistant module enabled (Administration > Modules > Manage modules).
