Agreed, census has no bearing on the problem. What is weird is the update works okay on Royals and when I looked at modules, all were enabled (not customary) after update.

A-D site is as shown. All modules were enabled after update.  Upon re-check, they’re all off (after 2nd update possibly).  Why does this happen after every update I don’t know but respective choices now turned on. Updated photo included v2:
