It’s not a proper GEDCOM tag. It’s only used in Reunion and Generations. They should have made it “_CITN” to properly indicate it as “unofficial”.  (see https://www.kiwitrees.net/faqs/general-topics/gedcom-specification/)

It really only exists in kiwitrees to accommodate people who want to import from those two products.

Can’t tell you what they used it for or how. IMHO, like 95% of “unofficial’ tags, it’s unnecessary.
