OK, I’ve ha a look and tried some other tests.
First – the error message you see displayed is the result of a problem, not a description of the cause.I can see in ‘developer tools’ the actual error is at the server and described as:
Failed to load resource: the server responded with a status of 500 ()
Thats a very generic error code, and can indicate many different issues. However, whilst I CAN replicate the error using your date range of from 2019-10-04 to 2020-09-24, it does not happen if you limit the number of records below “All” or narrow the date range substantially. This confirms the problem that your server cannot (not surprisingly) deliver 9000+ complex records to your browser in one large dump. Setting a smaller number using either (or both) smaller records per page (the “Display” setting) or smaller date ranges avoids this issue.

Out of curiosity, I turned on the Changes tab. Cool.
If you want to use the tab, then don’t delete data from the “xx_changes” table (either manually on the table or via the ‘changes log” admin page as you are trying to do. That is where the data used by that tab is stored. No data, no display!
